System Master Switch

When OFF, no outbound calls are ever placed regardless of per-job toggles. Opt-in by design.
System disabled
Global on/off for the entire outbound-call engine.
Call when a job's last human update is older than this.
Call when forecast cost variance exceeds this percent.
Local hour the driver dials at (e.g. 16 = 4 PM CT).
Cap of at-risk jobs covered in one call to a PM.
Re-dial attempts on no-answer / failure.
Wait between re-dial attempts.

Territory Overrides

Optional per-territory overrides of the global defaults (e.g. "Kansas City", "Colorado"). Blank fields fall back to global.

Per-Job Outbound Toggle

Flip a job ON to make it eligible for outbound update calls (still gated by the master switch). Per-job threshold overrides are optional.
